Automobile appointments are required for vehicle transactions such as title transfers, homemade trailers, new residents (vehicles that have never been registered in Texas). An appointment is NOT required for vehicle registration renewals, special plates, replacement registration/plates, disabled placards, or disabled plates.
The Texas Department of Motor Vehicles (TxDMV) handles apportioned registrations, lost or destroyed vehicle titles, and oversize/overweight permits. Please visit www.txdmv.gov or call 1(888)-368-4689.

All VDVR trainings are open to the public and will be posted on our website
Training facilities are subject to review and approval by our office. The following are examples of some facilities not suitable for training: restaurants, bars, private residences and outdoor venues.
We will need access to the facility one hour before the training to set-up equipment and one hour after training is completed to answer any follow-up questions, for a total of 3 hours.

I understand that under Section 13.031 of the Texas Election Code, a Volunteer Deputy Registrar must
- be 18 years of age or older,
- Not have been finally convicted of a felony, or, if so convicted, must have
  - fully discharged the person's sentence, including any term of incarceration, parole, or supervision, or completed a period of probation ordered by any court, or
  - been pardoned or otherwise released from the resulting disability to vote;
- not have been finally convicted of an offense under Section 32.51 of the Texas Penal Code (identity theft);
- be a United States citizen;
- not have been determined by a final court judgment to be
  - totally mentally incapacitated, or
  - partially mentally incapacitated without the right to vote; and
- a resident of the State of Texas.
I affirm that I meet all the qualification to be a Volunteer Deputy Registrar.
I further understand that I may not accept any completed voter registration applications unless and until I complete the training program mandated under Section 13.047 of the Texas Election Code and receive a Certificate of Appointment.
I further understand this appointment shall terminate if the appointee receives a final conviction for an offense for failure to deliver a voter registration application (Section 13.008 of the Texas Election Code) or an offense relating to performance based compensation (Section 13.043 of the Texas Election Code), and may terminate if the voter registrar determines that the appointee failed to adequately review a voter registration application, intentionally destroyed or altered an application, or engaged in other conduct that conflicts with their duties as a Volunteer Deputy Registrar.
I understand that if I have been terminated as a Volunteer Deputy Registrar because of a final conviction for performance-based compensation for registering voters or failure to deliver a voter registration application, I may not be reappointed as a Volunteer Deputy Registrar.

In order to encourage voter registration, Texas election law provides for County Voter Registrars to designate individuals to assist in the registration of eligible persons to vote. These individuals are appointed as Volunteer Deputy Registrars and operate under State rules and the supervision of the County Voter Registrar.

To be eligible to serve as a Volunteer Deputy Voter Registrar, you MUST be:

at least 18 years of age
a citizen of the United States
a resident of Texas

In addition to the rules above, a Volunteer Deputy Voter Registrar MUST NOT have been:

determined by final judgment of a court exercising probate jurisdiction to be totally mentally incapacitated or partially mentally incapacitated without the right to vote.
finally convicted of a felony or, if a felon, fully discharged of sentence, including any term of incarceration, parole, supervision, completed period of probation, or have been pardoned (Texas Election Code, §13.031(d)).
A person is not considered to have been finally convicted of an offense if the person’s adjudication of guilt was deferred (H.B. 1226, 82nd Leg.).
finally convicted of Fraudulent Use or Possession of Identifying Information (Texas Penal Code, § 32.51).
finally convicted of a Class A misdemeanor relating to performance-based compensation for voter registration (Texas Election Code, §13.008).

A volunteer deputy voter registrar may not receive another person's registration application until they have received their certificate of appointment and completed the mandatory training.

Volunteer Deputy Voter Registrar appointments made during 2018-2019 expire at the end of 2019. By law, all volunteer registrar appointments expire on Dec. 31 of even-numbered years.

RSVP no later than 48 hours in advance to receive your certificate of appointment on the same day of the VDVR training. If no RSVP is submitted, you can still attend and receive your certificate of appointment by mail within 10 business days after completion.

All participants must arrive on-time and attend the training in its entirety on a first-come, first serve-basis. Trainings are approximately one hour.
